Effective Tuesday, March 17, 2020 the offices of DHA will be closed to the public until further notice. DHA staff will still be available by telephone.  Rent payments may still be made by mail or drop box. You may report income changes by phone during this time period.  Necessary forms will also be available outside of our door at the main office located at 1808 E. Locust Street. We ask that all of our clients practice social distancing during this time period and refrain from having unnecessary visitors and contact with others.



Decatur Housing Authority compiles a list of vacant properties available and make those lists available to Voucher holders in the process of looking for a unit to rent.  If you are an owner and have a vacant property you would like to list, you can print the form here



Below are the 01/01/2021 Payment Standards and Utility Allowance Tables for your reference.  As you look at these documents, please be advised:


The payment standard is the maximum amount paid for each unit type.  The whole payment standard amount is only offered when landlords pay ALL utilities.  If you will not be paying all utilities, please use the Utility Allowance Table (effective 01-01-2020) below to subtract the appropriate tenant responsible utilities from the payment standard; this will provide you with the most affordavle contract rent amount for your available unit.  


  • Example:  2 bedroom unit.  Tenant pays gas heat, electric cooking, gas water heating, and other electric.

($795 - 73 - 9 - 16 - 43 = $654)

Contract Rent offer would be $654.00

  • Example:  2 bedroom unit.  Tenant pays gas heat, electric cooking, gas water heating, other electric and water.

                  ($795 - 73 - 9 - 16 - 43 - 89 = $565)

Contract Rent offer would be $565.00


  • Example:  2 bedroom unit.  Tenant pays gas heat, electric cooking, gas water heating, other electric, water and provides the stove and refrigerator.

                      ($795 - 73 - 9 - 16 - 43 - 89 - 5 - 7 = $553)

Contract Rent offer would be $553.00







Lease Agreements

Effective June 1, 2015, HCV/Section 8 landlords must use their own lease agreement form for HCV/Section 8.  Landlords will be reqired to provide his/her own lease agreement to be signed by the landlord and tenant at move-in.  If you don't have your own preferred lease form, HUD's model lease in PDF format can be found here.  (HUD Model Lease Form)  Per HUD requirements, all signed leases must include HUD's Tenancy Addendum, Drug Free Housing Addendum and Violence Against Women's Act Addendum.  DHA will provide the Tenancy Addendum and the Drug Free Housing and Violence Against Women's Act addendums can be accessed here or you can pick up a set of forms at our office at 1808 E Locust Street.


HCV forms:

HUD Tenancy Addendum - Project Based properties only.  Tenant based voucher Addendum will be available at DHA.

Violence Against Women's Act Addendem (VAWA)


Signed lease agreement with all required addendum need to be submitted to DHA at the time of the signing of the HAP contract.
